Silver Strategies

The main objective of “Silver Strategies” is to improve labour market opportunities for people of pre-retirement and retirement age (silver age, 55+). The goal is to develop joint antidiscrimination strategies for CB companies and sets of measures to be implemented by companies.

Common labour market challenges in the CB region:
1) ageing population, the burden on social systems, the well-being of seniors;
2) shortage of labour force, shortage of certain skills in labour market;
3) fully un-used economic potential of silver age people;
4) fully unused potential of flexible forms of work, e.g., part-time and remote work.

The main outputs:
1) joint strategies for workplaces to recruit and retain silver age employees;
2) sets of antidiscrimination measures at 36 companies in Latvia, Estonia, Finland;
3) a joint training program for company managers, HR managers, coaches, consultants on antidiscrimination strategies and measures, + joint training events, expertise-sharing mobilities;
The outputs will be presented in and online Handbook.
Those who benefit will be SMEs, larger companies, labour market at large; business support organizations, and mainly: silver age people by improving their employment opportunities.

A cross-border approach will enable learning and expertise-sharing in the region. It will serve regional labour market integration, labour mobilities, cooperation of companies.

The main steps:
1. Preparation, planning > 2. Designing joint strategies and measures, joint training > 3. Implementation of sets of measures in companies, expertise-sharing visits, mobilities > 4. Review and analysis of testing results. + Communication and awareness-raising activities.

Silver Strategies is the first attempt to propose regional and company-level antidiscrimination measures supporting employment opportunities for seniors.

Expected results

“Silver Strategies” project will develop joint strategies and sets of measures for companies to retain and recruit silver age persons. The strategies and measures will be tested by 36 companies in Latvia (12 companies), Estonia (12 companies) and Finland (12 companies). Taking into account the risk that some companies may withdraw before completion of the program, we have defined the target value of result indicator as 30 (10 companies per country).
The 36 companies will develop action plans for measures which they will implement. Joint training program will be provided for company managers to prepare for implementation of measures. Companies will take part in expertise-sharing visits in CB countries.
The companies will apply the designed measures, review and provide feedbacks. Partner organizations will analyse the effectiveness and will identify the success stories.
